An electrostatically actuated membrane structure placed behind a multiple defected ground structure, is shown to provide between 20° and 40° in differential insertion phase from 10GHz to 20GHz when compared to a reference transmission line. The measured characteristics of the unbiased membrane structure are shown to differ slightly from the reference line.
